The issue
NOTE: VEHICLES EQUIPPED WITH CATERPILLAR 3116 ENGINES. THE GOVERNOR MAY FAIL TO CONTROL ENGINE SPEED BECAUSE OF AN IMPROPERLY TIGHTENED GOVERNOR RISER LEVER BOLT, OR AN IMPROPERLY INSTALLED GOVERNOR CONTROL LEVER SPRING. WITHOUT GOVERNOR OPERATION, A DRIVER COULD OVERSPEED THE ENGINE WHILE ON THE HIGHWAY. CORRECTION: ENGINES WILL BE INSPECTED TO ENSURE PROPER ASSEMBLY AND TORQUE ON GOVERNOR RISER BOLT AND PROPER INSTALLATION OF GOVERNOR CONTROL LEVER SPRING.

Il se peut que le régulateur ne fonctionne pas parce que le boulon du levier est insuffisamment serré, ou parce que le ressort du levier n'a pas été installé correctement. Si le régulateur ne fonctionne pas, le moteur peut tourner trop vite en conduite normale.
