The issue

NOTE: VEHICLES BUILT ON GENERAL MOTORS P30 CHASSIS. THE STEERING WHEEL NUT RETAINING CLIP MAY BE MISSING FROM THESE VEHICLES. UNDER CERTAIN CONDITIONS, THIS COULD ALLOW THE STEERING WHEEL TO SEPARATE FROM THE STEERING COLUMN. SHOULD THIS OCCUR WHILE THE VEHICLE IS IN MOTION, A CRASH COULD OCCUR. CORRECTION: VEHICLES WILL BE INSPECTED AND RETAINING CLIP WILL BE REINSTALLED WHERE REQUIRED.

Il se peut que l'on ait pas installé la goupille de retenue de l'écrou du volant sur ces véhicules. Dans certains cas, l'écrou pourrait alors tomber de la colonne de direction. Si cela se produit pendant que le véhicule est en mouvement, un accident peut s 'ensuivre.
