The issue

VEHICLES EQUIPPED WITH A REAR SEAT MAY HAVE BEEN BUILT WITH TONGUE END SEAT BELT ASSEMBLIES IN PLACE OF BUCKLE END SEAT BELT ASSEMBLIES. REAR SEAT PASSENGERS WOULD THEN BE UNABLE TO LATCH THEIR SEAT BELTS.

Les véhicules ayant un sge arrière peuvent avoir été équipés de ceintures dotées de deux languettes au lieu d'une languette et d'une boucle, ce qui empêche les passagers arrière de pouvoir boucler leur ceinture.
