The issue

THE FRONT SEAT LAP-SHOULDER BELT RETRACTORS MAY LOCK REPEATEDLY AT LOW BELT PULL-OUT RATES THEREBY DISCOURAGING PEOPLE FROM USING THE SEAT BELT. CORRECTION: LAP-SHOULDER BELT ASSEMBLIES WILL BE INSPECTED AND REPLACED IF NECESSARY.
